In 2013, Ghana Japan Oil Co. and TEPCO proposed an ambitious 2,000MW Volta Nuclear-Thermal Power Plant and LNG Import/Export Complex to meet Ghana’s growing energy demand. The project envisioned a mix of 500MW nuclear and combined-cycle thermal power units, supported by floating LNG regasification facilities (FSRU) and new transmission infrastructure. Beyond power generation, the plan included STEM education facilities, a 500-bed hospital for nuclear medicine, residential housing for engineers, and an industrial harbor. Framed as a “Legacy Project” for the Volta Region, the initiative sought to transform Ghana’s energy landscape while deepening Ghana–Japan cooperation.
